200 Bouchard Postponed 2-3 yrs.

𝗨𝗽𝗱𝗮𝘁𝗲 𝗼𝗻 𝗙𝘂𝘁𝘂𝗿𝗲 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝗼𝗻 𝗕𝗼𝘂𝗹𝗲𝘃𝗮𝗿𝗱 𝗕𝗼𝘂𝗰𝗵𝗮𝗿𝗱
As many residents have asked about the future of Boulevard Bouchard, here is an update on two key properties that have drawn attention on social media and in community discussions.
📍 1. Bell Property
Initial Plan: The City had been in discussions with the property owners to develop a mixed-density residential project, often referred to as the “missing middle.”
One half of the property was zoned for 2 to 8-storey buildings.
The other half was planned for townhomes. A 36-meter-wide green linear park was also proposed, centred around Bouchard Creek, to enhance public access and preserve natural features.
Current Status:
The project has been shelved for at least 2–3 years. The building has been re-rented to Bell, delaying any redevelopment.
📍 2. Novartis Property
Initial Interest: The City had preliminary discussions with the property owner, but no formal proposal was ever submitted to Council or Administration.
Current Status:
The development of this site has been indefinitely shelved.
❓ 𝗪𝗵𝘆 𝗔𝗿𝗲 𝗧𝗵𝗲𝘀𝗲 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝗼𝗻 𝗛𝗼𝗹𝗱?
According to the Canada Mortgage and Housing Corporation (CMHC), housing starts across Canada are slowing due to:
– Economic uncertainty
– High construction and development costs
– Inflationary pressures
– Weaker presales
– Developer pessimism
– Trade disruptions
These factors have created a more challenging environment for builders, especially in suburban markets like Dorval.
🔮 𝗪𝗵𝗮𝘁’𝘀 𝗡𝗲𝘅𝘁 𝗳𝗼𝗿 𝗗𝗼𝗿𝘃𝗮𝗹?
The last active discussion with the City involves the old Boathouse property. After that, new construction starts are likely to pause for several years.

While there was initial momentum around development projects on Boulevard Bouchard, current economic realities have led to a pause in both the Bell and Novartis property plans. As your mayor, I remain committed to transparency and responsible urban planning. Our team, Paul, Jennifer, and I, will continue to listen to residents of the sector, advocate for sustainable growth, and ensure that any future development aligns with Dorval’s values and long-term vision.
